The thorny path to reopening DHS

The Trump administration has been spending about $2 billion per month to cover the paychecks of some DHS workers during the shutdown, including Secret Service agents and active duty members of the Coast Guard. Now the president’s move to pay TSA screeners is expected to suck up hundreds of millions of dollars per month from that account as well.
